Freedom Emergency Declarations

Israel has murdered over 44,248 Palestinians and is invading Lebanon. Russia continues its invasion & war on Ukraine. In Sudan, millions endure violence, displacement, rape, and famine at the hands of armed forces.

These atrocities aren’t inevitable, they are sustained by global complicity. We have the power and the duty to stop this, by pushing governments to sever ties with oppressive regimes.

Help us to make cities, countries, and the UN adopt FREEDOM EMERGENCY DECLARATIONS. These declarations will trigger targeted actions - such as arms embargoes, sanctions, boycotts, and divestment - against states and institutions complicit in grave crimes such as genocide, apartheid, crimes against humanity, war crimes, and aggression. This will cut off lifelines to oppressors, making solidarity a tool for real change across borders!

We'd love your help to get more cities, regions, and institutions to disengage from oppressive regimes. If you’d like to push Freedom Declarations, you can do so:

  • By joining Atlas: If you’d like to join our movement and support our work, sign up to volunteer and we will get you started!
  • Independently, we don’t mind. We will publish resources as we go, and you can find some templates and more below. Don’t hesitate to reach out so we can regardless send your initiative to our supporter base, and amplify your voice!

Here's a toolkit we put together on how to push forward a Freedom Emergency Declaration! The material is in english but we are happy to work with you to translate it in any language :)

Yes, it matters! These declarations will drive real action by establishing Freedom Zones that cut ties with oppressive regimes. History has shown that external pressure can change outcomes. The anti-apartheid movement in South Africa is a prime example: decades of global actions, including sanctions and boycotts, helped isolate the apartheid regime and contributed to its eventual collapse.

This campaign is also heavily inspired by

  1.  The Climate Emergency Declarations. They have catalyzed policy changes and reduced CO2 emissions.
  2. The BDS movement, which has already “impacted the isolation of the Israeli colonial and apartheid regime”

The Freedom Emergency Declaration will need to be adapted to different geographical contexts, legal systems, and govenrance level. However, here it's the standard template that our teams are using:

Preamble

We, [Name of Government/City Council/Institution], declare a Freedom Emergency in response to the escalating threat to freedom and survival posed by oppressive regimes. From Gaza to Ukraine, entire populations endure grave crimes—genocide, apartheid, crimes against humanity, war crimes, and aggression. Through this declaration, we commit to immediate, decisive actions to sever all support for these regimes and establish Freedom Zones within our jurisdiction, free from complicity in these abuses.

Declaration of a Freedom Emergency

  1. Recognize the Freedom Emergency We acknowledge a global Freedom Emergency and commit to standing with those whose freedoms are under assault by oppressive forces. Our jurisdiction will take active steps to end support for these crimes.
  2. Implement Immediate Measures We commit to immediate, targeted actions against entities complicit in breaches of international law, including genocide, apartheid, crimes against humanity, war crimes, and aggression. Specifically, we will:
    • Arms Embargoes: Impose embargoes on the sale and transfer of arms, surveillance equipment, and other resources that enable these crimes.
    • Boycotts: Enforce boycotts on goods, services, cultural events and partnerships linked to institutions and corporations complicit in these crimes.
    • Sanctions: Apply targeted sanctions on officials, companies, and institutions directly involved in or profiting from these crimes.
    • Divestments: Withdraw all investments from states companies supporting or benefiting from these crimes.
    • Exclusions: Oppose hosting international conferences and events in countries implicated in these crimes and consider suspending them from some intergovernmental institutions.
  3. Establish Freedom Zones With this declaration, [Name of Government/City Council/Institution] becomes a Freedom Zone, fully disentangled from regimes that commit grave crimes. This jurisdiction will serve as a safe space for advocacy, solidarity, and resistance against all forms of oppression.

Call for Broader Adoption

We urge other governments, councils, and institutions to adopt similar measures and declare their own Freedom Emergencies. Only by acting collectively can we effectively counter oppression and safeguard freedom.
